Participation Guidance and Training

Under the Rights of Children and Young Persons (Wales) Measure (2011), Welsh Ministers have a duty to promote knowledge and understanding of the UN Convention on the Rights of the Child (UNCRC) and its protocols to the public, including children. Published is a written statement and infographic setting out the range of activity they undertake to meet the duty. Public Service Boards have their own duties to assess the economic, social, environmental and cultural well-being of their respective areas and consult with relevant groups. This will involve considering the needs of children and seeking their views. Members will also have duties for participation that are specific to their own organisations, SPSF 3: Collective role (public services boards).

Every child has the right to have their voice heard in decisions that affect them, and to have their opinions taken seriously. Welsh Government has set out their Raising Awareness Plan for Children’s Rights, Raising awareness of children’s rights.

Through Welsh Government funding to Children in Wales and the Children’s Commissioner for Wales they have supported the development of resources for engaging with babies, infants and toddlers, Children in Wales | Early Years Resources. Also tools to discuss the removal of the defence of reasonable punishment. This funding has also supported the development of resources to enable policy makers to embed a rights-based approach by utilising The Right Way in their practice generally and in specific sectors and offer face to face workforce development opportunities to better understand participation through Welsh Government Funded Training.
